To his internal value-system, yes. Of course, internal consistency and intention is not how you ought to judge moral actions. You can respect Hitler to some degree for *wanting* to do the right thing more than you can, say, respect Stalin for the same, while still acknowledging mass-murder is typically not a lovely thing to do.
