Honestly I did my forearm work on a barbell. If you wanted to go nuts you could get a bucket of rice and open your hands up into the rice for them extensors. My gym has a wrist roller, but keep in mind to keep your elbows happy you've got to get both your flexors and your extensors

At the gym right now. I rock climb ony spare time, and I used to play varsity tennis. When I flex my forearm a certain way I can get it over 14 inches with a pump for sure. My biceps are sitting around 15" right now. Not sure if this helps but this was me at the top of my bulk

how do you measure your forearms? do you flex them like you were flexing your biceps and then measure? or you keep them 90º degrees like in op photo?
