Delts look kinda small in comparison to your frame but apart from that pretty neato.

The cut or bulk question really is one that only you can answer. If you want to reach 180lb the obvious choice would be to bulk though.

Sure but I would plan for a couple of years if that is your goal. 2 years even seems optimistic for 15 lbs of pure muscle gain.

Well 5'9 is pretty short, you should probably focus on that first before worrying about anything else, since that is by far your biggest weakness and will take the most work.

Since your goal is 180, you have to clean bulk until about 185+ then cut down very slowly to your target weight (although 180 lean takes a few years lifting at 5'9).

Your deadlift and bench are the same?

For the deadlift it's my 10rm.
