whey is normal, and it is not mandatory, it is mostly consumed as a convenience but it is an expensive way to get protein. You can easily get the amount you want from sunflower seeds, chicken, eggs, milk, beans etc. If you want to gain muscle mass you should aim for around 2g protein per 1 kg of bodyweight, that is around 3-4g per pound.

Protein powder is usually the cheapest most convenient source of protein.
Other than that like user said, oats and milk, cheap meat cuts, bulk chicken breast, eggs and tuna, these should be the foods your diet revolves around.
In the long run it's better to supplement with whey, far easier and you don't have to be bulking to hit your protein macros.
