Trick question, they were all innocent.
Who killed the most?
Stalin > Hitler > Mussolini > Hideki
Tojo > Stalin > Hitler+Mussolini.
Tojo was a military officer who served through the rank and file.
Stalin, likewise, rose to the top as a communist combatant, later an officer.
Mussolini was some shitty journalist, so he killed zero people.
Hitler was some shitty WWI courier, who didn't actually fight, but was an HQ rat and whined about Jews a lot.
Doesn't Asian culture usually put the last name before the first? Or is that just Korea?
Hitler didn’t kill only Jews he also killed other minorities and political opponents.
In total Hitler kill around of 12 million of people. And that are only the direct persecution if you count the civilian death and military prisoners death in WW2 he killed a lot more than Stalin.
Hitler, and it's really not close.
Stalin's death toll depends on how many died on the famines and how you assign blame. Everything else, like the executions, gulags, and ethnic deportations, are pretty much accounted for. His range pretty solidly settles between 5 and 10 million. See this article for more detail on him.

Mussolini hits around 700,000, mostly for the Italo-Ethiopian War and his part in the Greek famine. Maybe more if you give Pavelic's kills to Mussolini, since Mussolini is the one who installed him.

Tojo mostly has China on his record. Estimated Chinese civilian deaths in WW2 was 17 million. A good chunk of those would be to 'normal' war related causes rather than democide, though several million were intentional such as the 2.7 million killed in the Three Alls policy. There were also a few million killed in Indonesia and Vietnam, mostly via famine, and several hundred thousand in the Philippines and Malaya. Maybe 10-20 million for the Japanese regime.
Hitler's is by far the easiest to tabulate because the Nazis wrote extensively about their plans to kill off Eastern European populations, kept detailed records, and invaded somewhat developed countries that kept census records.Per the Soviet government, civilian deaths in German-occupied territory totaled 13.7 million (7.4 million murdered, 2.1 million dead in forced labor, 4.1 million dead due to Hunger Plan), while POW deaths add another 3.3 million, a total of 17 million intentional non combatant deaths in the USSR.

Add another 5 million for Poland, including 2.9 million Jews and 2.2 million ethnic Polish civilians.

Add other countries and he's around 25 million.
>Where do you get these numbers from?
From your very same source.
What I was quoting were the figures from the Soviet archives. If you're basing yourself on people like Pipes or Conquest who are also mentioned in that article you should know their method is sketchy.
What makes up the 20 million you mention? The purges, the famine or the gulag system? Historians reaching numbers like yours usually go beyond those factors or interpret them in creative ways. I'd like to know your take on it.
Black books of communism literally claims that abortions and "people that werent born because their potentional parents died in WW2" as well as all people that died on the Eastern front are "victims of communism/Stalin"
Mao.
