Cut. You're a textbook example of skinnyfat: low muscle, high fat. You probably underestimate they amount of fat you have to lose because of how skinny your arms are. So what you want to do is attempt a recomposition, which means building muscle and losing fat simultaneously. There are 2 rules you need to remember.
1. You can't lose fat on a caloric surplus.
2. You can build muscle on a caloric deficit (if you're a complete noob to lifting)
So I recommend adopting a high protein no-sugar lowish carb diet and start doing 30 minutes of high intensity resistance a day 4 days a week. Don't avoid healthy fats, they help stabilise your blood sugar and prevent cravings. It'll take months at the very leadt, but you'll make it.
