No, it's the same method of measurement, the only difference is that this study is older.
Which means that either gymceling is far more common or the percentage of fatcels is increased (more likely). It should be interesting to note that the average is higher in the US army study from 2012 than an equivalent study made on marine corps personell from 2010, which shows the same result as the NASA study with an average of 19.61", again another data point supporting the fatcel theory.

It's not, a medium shirt is still fitted for a biacromial breadth of around 410mm, which would give a bideltoid breadth around 500mm. 540+mm would mean most people were wearing L-XL shirts, which they clearly don't.
