Granted it isn't so much as boobplate as it is a thin ceremonial breast plate (made of like tin or something) worn over normal military uniform.

Light as cloth, yet tougher than dragonscales, able to make any blow over any part of the wearer's body, even those parts not covered by the armor do as little damage as a thrown pebble.

There many games, some have those "dexterity/dodge affected by heavy armor so better don't wear it" bullshit, others don't. Mage's robe don't give protection (in form of armor), but bikini armor gives as much as fullplate despite being made from same (or worse) material and having small coverage.

Helmet is good idea, same with shield. But in fantasy many heroes don't wear helmets and shields, and wasting money and materials on arm and legg protection, while you leave you body (which bigger, easier to hit and more crytical to human) unprotected is bad in real life and some settings. Also IRL such armor is weared only by poor soldiers, who cannot afford good armor. Greek hoplit may carry only shield and weapon from start, because he don't have enough money. But as he getting more experienced and richer, he buy good armor to minimize chance of injury and death from infection.

In d&d 5e it seems to be normal to have a group of underdressed people.
My current group is: Monk, who loses a ton of bonuses if he wears armour Barbarian, who loses a ton of bonuses if he wears armour Sorcerer, who loses bonuses by wearing armour Thief who sucks at combat and tries reasoning with people instead. Wearing armour wouldn't really be appropriate for the task anyway.
The first 3 also have tools that help retain a decent AC anyway, so armour isn't as important for them.

It's simple really. Truly powerful people operate at another paradigm of power compared to normies. They possess magic/chi/divine protection/intense innate mana that makes wearing armor pointless, because normies can't actually penetrate their skin, while a sheet of metal is pointless against sword swipes that can separate atoms. So why bother with the hassle of wearing armor in the first place? In best case scenario you paid for a very expensive metal suit, in worst case it will actively get in your way as you fight (yeah, let me just wear this piece of shrapnel generator on my body as I fight Duncan "Explosive Punch" McMurder).
The result is that the truly strong simply stops wearing armor since it has no function. Instead they start wearing social symbols of power (like ceremonial pieces) since this is a way to flaunt status amongst your peers and serves as friend or foe identification on the battlefield.
Meanwhile, other rich and influential people who also want to seem powerful starts to imitate these mighty warriors since that's how fashion work (see: dress swords and how military uniform had an influence on noble fashion in the real world).
tl;dr your hp is meatpoint and ac is useless so why bother when enchanted dickmail gives a bigger magical bonus?

It's always interesting to find a in universe rationale. Even if it is clearly a nonsensical contrivance. It's part of wilful suspension of disbelief.
Take Metal gear itself for example, pretty clear they just wanted a mech for the final boss. But the game really tries to sell you onto the concept of a walking nuclear weapons platform and it's more memorable because of it.
