in litereature it's quite practical to use 'German' for 'writing in German'. The term 'German' is quite vague anyway and the existence of the Federal Republic of Germany doesn't justify to only call German what's been born in its borders.
I think Hesse is missing in the chart. E.T.A. Hoffmann is a great writer, he's a bit like a German E.A. Poe, and he was a composer, too.

I don't know if Wittgenstein would be considered a good writer; he himself admitted that he was unable to properly express his ideas using language. The style of his published work is very dry and mechanical (as it is with most analytic philosophers of the time). A very good philosopher — but his writing is largely ineffective and clumsy, and un-Wittgensteinian.
