It depends on the bear... You can take on a black bear with your own hands, easily. Anyone could beat a black bear with your eyes closed and your hands tied, I'm not even joking.
But a grizzly bear? People in Alaska open carry shotguns and .44 all the time, even women and children, because there's always a possibility even if remote that a grizzly bear will show up. There's a joke that if you want to hunt grizzly bears, you should always take a big gun... but too big so it doesnt hurt too much when the bear takes it from you and shoves it up your ass.

I could see why people would say that. Animals are naturally stronger and tougher than almost all people, you can't kill a wolf by hitting or kicking it, you'd need to choke it or snap its neck. The chance of someone without much combat training winning in either scenario is pretty close to 0 except maybe a really strong guy against a wolf.
You could (((maybe))) beat a bear with a sword but only with some luck. Slashing attacks will almost never work, you would have to land a stab with all your weight behind it right in a vital spot, and they aren't slow, so you'd need to catch an opening right as it raises its body to swat or grab you.
