There is also a thing called le chatelier's principle, think of it as an trend to equilibrium, if you put more compounds on one side, it will react more with said compouds making the other compounds on the chemical reaction. So, more Oxygen is needed for more Ozone, making up what we did with that CFC bullshit, or we could use catalysts, but is more expensive.

The US (see Frozen) uses CG to mix the cartoonish look with realistic textures. You can notice the cartoonish look of all character designs, but how everything from water to clothes to wood is as realistic as the tech allows. On the other hand, Japan does not do this. Japan uses CG for two reasons:
1) Cut costs when animating ambitious camera movements and stuff like cars/crowds
2) Cut costs when it is necessary to add ambitious special effects like reflections and sparkles on complex surfaces.

It would need to be released in the stratosphere, which is incredibly high up. Therefore, the big issue, like most things, becomes cost. It just isn't worth it, at least for most people/corporations to synthesize large (and I do mean an ungodly amount) amounts of ozone, pressurize/store it in canisters or tanks, fly it up to where the hole is, and release it. The cost would just be astronomical, and there isn't really a guarantee that would work. It could just diffuse out of the area, or break right back down.
